The 4-H Council is a representative organization of the nine townships in the county. Two members are elected from each township advisory, plus three at-large and one youth representative. They meet on a monthly basis unless there are no agenda items.

This group reviews and provides rules for the 4-H Program, provides guidance to the Youth Educator on programming, is the grievance board for the 4-H Program, and helps provide support of the 4-H Program.
